DEFRA Disbursement Date Last 2 Years

Definition
The date of the earliest disbursement within the two year disbursement window defined by the Deficit Reduction Act of 1984 (DEFRA) legislation. If there have been no disbursements within the past two years, this value should be NULL. If there was exactly one disbursement, this value should reflect the date of that disbursement. If there has been more than one disbursement, then this value should represent the date of the earliest of the disbursements within the two-year window. Note: In this latter case, defining a property that is the sum of the past two year's disbursements is actually a 'simplifying assumption' which allows the spirit of the DEFRA legislation to be implemented, but without requiring a detailed history of all past disbursements, which the letter of the DEFRA legislation would seem to require. This is a U.S. specific property.
